Provide self-service WMS integration testing portal

Locus has a standard set of APIs/specs that customers use to develop integration for sending & receiving messages to & from Locus. Currently, its a manual process for verify data content/format of messages and end-to-end integration testing cannnot be done until the Locus system is installed at the customer's site. A WMS integration testing portal would enable customers to test WMS integration sooner and with less resource req'ts from Locus.
