LocusNet configurator tool to enable CS to configure workflow settings

A manual process is currently used to configure workflow settings where CS provides SW Eng with a spreadsheet of settings for SW Eng to update LocusNet accordingly. CS is also reliant on SW Eng to confirm when settings have been made since there is no visibility to workflow settings. This applies during initial deployment and also ongoing support when there is a need to either check or change a configuration setting.
