Enable robots to leave blocked-in aisles to charge

If robots A, B, and C are in a narrow aisle, and robot B is in between A and C, then robot B will be unable to charge, and could die. We need to have the intelligence to know when a robot can't reach a charge goal because it is blocked, and move the offending robot(s).
