Locus-Managed Pick-and-Pass Merged

Locus currently supports pick-and-pass, but it requires the WMS to break OrderJobs up by zone/level, and to send them to Locus in a specific sequence with very specific timing restrictions. This feature would allow the WMS to send a single OrderJob message to Locus. Locus will manage the rest of the process reguardless of the number of zones/levels that OrderJob requires picks from. It will require configuring a pick sequence for the zones/levels so that the order starts in the earliest zone/level in the sequence.
