Include PutAway location in Congestion Management

we want to be able to control the maximum number of PutAway bots per aisle section

Problem/opportunity trying to be solved

CM is currently working for pick locations but not for PutAway locations, causing congestion and blocking both putaway locations and pick locations
Quantify the problem/opportunity

Multiple customers have been asking for this functionality after observing congestion for Putaway locations. CM is as essential to Putaway locations as it is to Picking locations.
What is the root cause of the problem/opportunity

CM should be set up per LP, whether these are used for picking or PutAway. Currently, it only includes Picking locations.
