Auto-enforce the need for a bot to be localized if it is moved without e-Stop and localization

Bots are often moved by inexperienced customer Associates without first activating the e-Stop and then re-localizing. This contributes to mislocalized bots and can result in bots getting "lost", which can lead to collisions, bots traveling off of the Locus floor, etc.
