Provide visibility to all tote types and configuration settings from Locus Admin Merged

Currently, Locus Admin only shows Tote Arrays tote types and the related tote ids and # of bins for each. It does not show other tote types and does not show other tote configuration settings (e.g., custowners for tote type, max units per bin). Therefore, requests are made to SW Eng to know what the settings are and if customer-requested changes have been made.
