Enable creation, configuration and view of all tote types from Admin

At a minimum, this should be made available to CS Deployment & Support. However, it should also be available to "authorized" customer users. Current Admin only enables creation of Tote Arrays and not other tote types. Examples of configuration settings for view/edit from Admin include: Tote type, Tote image, Usage (picking, putaway or both), Applicable custowners, Applicable order types (e.g., ecomm, retail), Master tote ID label format, Bin ID label format (if tote array), Max bin cubic inches, Max units per bin by custowner (Note: Different tote ID label required if picking tote also used for putaway (e.g, PUT prefix))
