Turn Bot Clustering ON/OFF by site via LocusNet Admin

Maybe similar to how 'Max Bots' are able to be Enabled/Disabled via the Admin iPad, this can mimic the Bot Clustering feature.

Problem/opportunity trying to be solved

The problem is whenever one wants to know if Bot Clustering is ON or OFF at a site a Slack message needs to be sent to the WMS team. They will also need to turn it ON or OFF on their end.
Quantify the problem/opportunity

Tough to quantify as it doesn't take long to turn ON/OFF when the WMS team responds.
What is the root cause of the problem/opportunity

The root cause is not having a configuration that the CS team can turn ON/OFF themselves.
