Allow mapping to be carried out in Fleet Monitor

We currently still need to rely on rviz for mapping. This can actually be a big problem for anyone who is using a VM for doing mapping, as networking config issues at customer sites can prevent goals being issued to the robot.

Instead, we should enable Fleet Monitor (or Fleet Admin) to provide a mapping view for robots.
